Functional hazard assessments (FHAs) and other system safety assessments are critical evaluations that can inform aircraft design and operational requirements. Aspects of these assessments have often relied on assumptions regarding flightcrew behavior and experience. The purpose of the current study was to identify existing FAA Aircraft Evaluation Division (AED) processes for identifying human factors assumptions, identify gaps in existing processes, and identify and expand access to searchable aviation safety datasets that may support independent review of operational human factors assumptions. This report consolidates findings from four separate, yet related tasks: documentation review, interviews with AED human factors specialists, literature review, and an analysis of publicly available aviation datasets that could help inform the validation of human factors assumptions.
