This report synthesizes insights from eighteen WSDOT staff interviews to identify the roles, workflows, and steps needed to maintain a complete, reliable statewide sidewalk dataset that supports daily project delivery. Interviews pointed to recurring breakdowns in governance, approval, and update processes, especially closeout updates, provenance documentation, and unclear data ownership, alongside practical constraints in collection, validation, and integration. The outcome of the project is a recommendation for a pilot implementation providing the path forward for high-quality, up-to-date sidewalk data usable by all WSDOT staff and the public. WSDOT would benefit from this new data primarily through three new opportunities available: 1) improve project planning and engineering, 2) prioritize active transportation projects, and 3) support ADA coordination and transition planning.
