Abstract:

This synthesis report examines how State Departments of Transportation (DOTs) and Metropolitan Planning Organizations (MPOs) consider National Highway System (NHS) pavement and bridge condition when developing Statewide and Metropolitan Transportation Improvement Programs (STIPs and TIPs). Using a review of documents from 10 State DOTs and 10 MPOs, a national literature review, practitioner interviews, and peer exchanges, the report identifies current practices, challenges, and opportunities for incorporating asset management data, needs, and priorities into the transportation programming process. Findings show that agencies vary in how they integrate performance targets, asset management plans, and data-driven tools into funding and project selection. Common challenges include balancing asset condition with other priorities, data limitations, staff capacity constraints, and funding uncertainty. The report includes four case studies, descriptions of notable practices, and actionable strategies for transportation agencies to strengthen performance-based programming and improve pavement and bridge performance nationwide.
