Abstract:The growing emphasis on creating a multimodal transportation system in the U.S. requires high-quality multimodal traffic data for planning success. This research investigated strategies for integrating non-motorized (i.e., bicyclist and pedestrian) traffic monitoring into routine motorized traffic monitoring practices in Louisiana. Key objectives included exploring data consolidation possibilities, refining adjustment factors, evaluating emerging data sources, and investigating count location expansion opportunities. The literature/practice review results suggest that program institutionalization, QA/QC procedure implementation, local agency collaboration, open data access, and network expansion with data support are potential strategies for statewide implementation success. Throughout the project, the research team: (1) developed a draft data transmission, management, and maintenance protocol; (2) refined adjustment factor calculations by comparing different methods and data sources; (3) evaluated third-party mobility data from different sources with a method proposed to mitigate data bias for practical use (i.e., Virtual Network Sensors); and (4) investigated how to leverage third-party mobility data to systematically identify road segments with similar temporal activity patterns for strategic placement of counters (i.e., two-stage spatial-temporal clustering framework). Overall, hybrid data collection and use can better support a monitoring network with limited existing data by creating reliable baseline data and enabling ground-truth validation. Ultimately, establishing a standardized, scalable non-motorized traffic monitoring framework aligned with national practices will allow Louisiana to effectively support robust long-term multimodal transportation planning.
