Abstract:

This roadmap outlines the Federal Highway Administration Office of Safety and Operations' strategic framework for integrating trustworthy and accountable artificial intelligence (AI) into roadway safety and operations from fiscal year (FY) 25 to FY36. The roadmap establishes a comprehensive data and AI ecosystem built on five key research areas: virtual data environments, AI assurance, specialist AI for large-scale operations, multimodal optimization, and Agentic AI. By prioritizing stakeholder engagement and scalable pilot testing, the program aims to accelerate the responsible adoption of AI to reduce traffic crashes, optimize infrastructure, and enhance overall transportation efficiency. Ultimately, the roadmap serves as a national guide for developing open-source benchmarks and model references to ensure AI applications in roadways are reliable, ethical, and aligned with Federal safety standards.
