Abstract:Traffic crashes and the associated injuries and fatalities remain a major public safety concern in Texas and across the United States. In this project, researchers developed statistical models to assess pavement susceptibility to crashes (i.e., the probability of crash occurrence), considering various pavement conditions, as well as traffic volume, truck percentage, road geometry, and precipitation. The models help determine the effects of these variables on the probability of crash occurrence, which can aid in proactive interventions to improve road safety. Furthermore, researchers analyzed the water film thickness at the time and location of wet-pavement crashes to improve the understanding of the effects of pavement-surface-related factors on the occurrence of crashes caused by hydroplaning. The project developed a geographic information system tool to visualize the safety-related pavement conditions, crash susceptibility predictions, and candidate pavement sections for pavement safety improvement. The project used a large dataset from across Texas consisting of 18,843 on-system roadbed-miles and 24,873 crashes that occurred on them during a 3-year period (Fiscal Year 2021-2023). Finally, researchers developed conclusions and recommendations to support proactive consideration of safety in pavement management decisions.
