This study evaluated data provided by the Texas Department of Motor Vehicles (TxDMV) contained in the Texas Permitting Routing and Optimization System (TxPROS). This database includes a total of 2,122,616 OW permits spanning the 2018-2023 calendar years. More than one thousand distinct axle configurations were identified. The next step was the development of a methodology to estimate annual VMT for each permit type. A comprehensive analysis by industry type was conducted for all permits, which helped establish consistency with other state- and federal-level freight movement reports.
