  This report is submitted in accordance with the requirements of Section 502(g) of 23 United States Code (U.S.C.) and Section 308(e) of 49 U.S.C., for the highway and transit portions, respectively. This report also incorporates as Appendix A, the Interstate Needs Study required by Section 1107(c) of the Transportation Equity Act for the 21st Century. This report provides the Congress with an objective appraisal of highway, bridge, and transit physical conditions, operational performance, finance, and future investment requirements. It highlights the need to maintain our commitment to infrastructure investment to keep our highway and transit systems functioning effectively.
