Abstract:

The United States shipbuilding industry has moved into a new era of growth with its reemergence as an active participant in both the domestic and international commercial shipbuilding markets. The catalyst for this evolution of the U.S. shipbuilding industry and its ability to aggressively enter and compete in these markets was the "National Shipbuilding and Conversion Act of 1993" and the expanded Title XI financing guarantee program.
