Abstract:This report contains a functional design for the simulation of a future automation concept in support of the ATC Systems Command Center. The simulation subsystem performs airport airborne arrival delay predictions and computes flow control tables for the traffic management of excess airborne delays. Two flow control procedures are supported: Quota Flow and Fuel Advisory Departure procedures. The simulation subsystem works in conjunction wuth an input subsystem, a centralized data base of national air traffic schedules, of which have been designed by the FAA and reported in separate documentation.
