This document provides decision making guidance that State DOTs and local transportation agencies can use to plan and execute purchases of traffic volume estimates, such as annual average daily traffic (AADT), from the private sector when those estimates are based on non-traditional data sources, such as vehicle probe or smartphone data. It also provides guidance for validating the quality of such estimates. This report replicates some of the content but adds new guidance and expands on the methods of FHWA Publication FHWA-PL-21-031. As such, this document supersedes FHWA-PL-21-031.
