The Colorado Department of Transportation (CDOT) supports the use of Transportation Demand Management (TDM) strategies to reduce greenhouse gas emissions (GHG) and maximize transportation investments implemented at the state and local levels. This report represents initial research that will inform potential development of a CDOT TDM Calculator. Specifically, this research identifies existing TDM calculators and determines if any existing calculators meet CDOT's goal of developing a calculator that estimates the vehicle miles traveled (VMT) reduction benefits of implementing TDM strategies. We concluded that there is no existing TDM calculator that meets CDOT's needs. Therefore, the report also provides recommendations for CDOT's development of their own TDM calculator. To supplement the evaluation of existing calculators and recommendations, the project team interviewed state and local planning agencies that have existing TDM calculators or would potentially use a CDOT TDM calculator. Implementation (Optional)The report concludes by recommending development of a CDOT TDM Calculator.
