Those we honor today have distinguished themselves in the Federal service, through unusual bravery or exceptional performance. We are grateful for these men and women as individuals, and for their examples of courage and conduct. They merit our recognition, our praise and our admiration. The awards we bestow signify our appreciation. They cannot connote the extent of our gratitude, especially to those who - in the public service - have put their own safety at risk. I extend to each recipient my thanks and my congratulations. By your deeds and your dedication, you have distinguished yourselves, this Department, and the Federal service.
