Abstract:A great American, Dr. James B. Conant, when President of Harvard University, described the pursuit of excellence for a graduating class: "Each honest calling, each walk of life, has its own elite, its own aristocracy based on excellence of performance. These words apply in full measure to our fellow co-workers whom we honor today. They are being recognized because by their individual heroic deeds or leadership on the job they have earned a place among the elite of this Department and of the entire Federal service. It is especially important that we pause to recognize such excellent performance in this Bicentennial year. As our republic enters its third century of existence there is nothing more vital to the continued progress of our nation than heightened public trust and faith in the working of government. By their deeds, our honorees have helped build such trust and faith. We are proud of them. We owe them a great debt. We thank them. We salute them!
