The object of this effort was to generate a detailed recommendation on what to do about the JFK Airport Ground Traffic Control Problem, including a review of STRACS, a Surface Traffic Control System. Problem areas were identified by direct observation of operations in the Kennedy Tower as well as by published position papers on airport operations. System alternatives were generated and evaluated against a set of performance criteria.
