Abstract:The Early Implementation Project (EIP), established by FAA Administrator Admiral Donald C. Engen, was the initial step in the process of Loran integration into the National Airsace System (NAS). The EIP was designed to give the FAA and the Loran user community experience in the operational use of Loran. The success of the entire Loran aviation program--particularly the EIP--depended upon the active participation of many organizations inside and outside the FAA. The experience gained in the EIP has helped the FAA make the transition from the limited project to the fully operational system at airports around the country and general users operating with TSO standard receivers. The EIP also serves as a model of, the introduction of the Global Positioning System (GPS) into the NAS during the 1990s.
