Abstract:

Carlos C. (“C. C.”) Villarreal (1924-2010) served as the U.S. Department of Transportation’s Urban Mass Transportation Administrator (now the Federal Transit Administration) from 1969 to 1973. Before joining DOT, he worked as Vice-President for the Marquardt Corporation and served in the Navy from 1948 to 1957.
