Abstract:Deterministic network models, in which deterministic link travel time is a function of link volume, have been used by the Texas Department of Transportation (TxDOT) in its transportation planning process. The use of stochastic network models, in which link travel time is subjected to variation even at a given volume could potentially provide a better precision and additional measures that relate to travel time reliability for transportation project selection. This research has developed and tested two traffic assignment approaches that include travel time variation in a network, and driver’s route choice and departure time choice in response to such travel time uncertainty. A software tool to assist in the modeling of the proposed traffic assignment approaches in TransCAD has also been developed.
