Abstract:The Right-of-Way (R/W) acquisition process involves the coordination of various entities including multiple Texas Department of Transportation (TxDOT) districts, divisions, local, state, federal agencies, and private companies. Delays in the acquisition process necessary for the successful delivery of R/W for construction have historically caused project delays and cost overruns. In order to overcome the negative effects and to identify the problems and causes of delay, this study includes a comprehensive process review and evaluation, a development of duration prediction data, an identification of various process durations and key drivers of durations, along with recommendations for strategic management. The goal is to provide efficient delivery of transportation systems for the traveling public through increased knowledge and better management efforts of the R/W procurement process.
