Abstract:This report documents the first year of a two-year research project to develop potential measures that might be used to assess the performance of traffic signal timing at isolated intersections. This report summarizes the findings of a series of interviews we conducted to determine what measures the Texas Department of Transportation (TxDOT) is currently using to assess the performance of their traffic signals and how data for these performance measures are collected. It also contains the results of an examination of existing controller and detection technologies to determine what capabilities they have to produce performance measures. The report presents several proposed measures that can be used to assess the performance of signal timing and the procedures for computing these performance measures using existing detection technologies.
