Abstract:As transportation agencies transition toward more data-driven and collaborative project delivery, the Georgia Department of Transportation (GDOT) has initiated a strategic effort to define and implement digital delivery. This research develops a comprehensive roadmap for GDOT based on an integrated methodology that combines internal interviews, a statewide software usage survey, and a critical review of digital practices across 14 state departments of transportation (DOTs). The study identifies key needs, including enhanced data integration, standardized workflows, cross-departmental collaboration, and workforce training. To address these challenges and opportunities, the research proposes a phased implementation framework structured around four strategic values: (1) Data Integration and Interoperability Framework, (2) Process Standardization and Workflow Optimization, (3) Training and Workforce Development, and (4) Technology and Resource Allocation. Each value is supported by strategic, tactical, and operational plans that detail goals, deliverables, and milestones. This research synthesizes internal insights and national best practices to provide actionable recommendations to support GDOT’s digital delivery, improve project outcomes, and prepare the agency for future advancements in infrastructure management.
