Abstract:

This report points out that many of the basic techniques used in freeway incident management are also applicable to special events, with the difference that since the event is generally known in advance, police officer manpower requirements may be reduced by using transportation agency personnel to implement traffic control plans. The objectives of special event management are discussed, and general guidelines are set forth. Examples are described of typical set-ups.
