Several types of TSM operations that require strict enforcement are listed and three strategies that may be employed for enforcement on TSM projects are discussed, namely, routine enforcement, special enforcement, and selective enforcement. Several alternative procedures for conducting TSM enforcement activities are noted. These cover various aspects of surveillance, detection, apprehension, and citation of violators. General guidelines are given for the following types of patrol: line patrol, zone patrol, and stationary patrol. The TSM enforcement process may also include one or more of the following: apprehension and citation procedures: standard, stationary, and signaling. Comments are also made on the effectiveness of enforcement applied to transportation system management (TSM) operations.
