Abstract:The study objective is to estimate the economic impacts of the proposed route and/or design alternatives for U.S. Highway 287. The following impacts are estimated: (1) impact on existing businesses, distinguishing between traffic serving and other types of businesses, (2) impact on new development, (3) impact on employment, including that due to construction expenditures and loss of clientele, (4) impact on municipal tax revenues, and (5) impact on highway users. Data from previous studies, TxDOT, Texas State Comptroller's Office, and the City of Wichita Falls are used to estimate these impacts. Also abutting businesses, residents, public/nonprofit organizations, and real estate salespersons and appraisers were interviewed to obtain their opinions of the five route alternatives. A total economic benefit-cost ratio is developed.
