Abstract:The purpose of this study is to perform a critical evaluation of the REHAB and NULOAD computer programs. REHAB is currently being used by the Texas State Department of Highways and Public Transportation (DHT) to forecast highway rehabilitation and maintenance funds to keep the road system at an acceptable level of serviceability. To this end, a complete documentation of the forecasting models is provided and all the significant assumptions are discussed. Recommendations are also suggested for improving the overall predictive capabilities of REHAB and NULOAD. These recommendations include (a) generation of life curves using the Texas highway performance equations, (b) usage of several pavement rehabilitation alternatives, (c) application of new load redistribution methods, and (d) development of a cost analysis methodology. This volume, Volume 2, provides computer program documentation for REHAB.
