This report reviews engineering guidelines that provide desired surface treatments and seal coats. Specific items discussed include identification of roadway sections suitable for surface treatment and seal coat surfaces, material selection guideline, design methods and construction control guidelines. A method is also presented which allows the engineer to make an economic comparison of various aggregate types and gradations, provided asphalt and cover stone costs are known, and the performance period can be estimated. As will be pointed out in the report, the engineering-based estimate of performance period is of critical importance for proper economic considerations to be established.
