Abstract:This report presents the development of a model for predicting the travel time required by a motorist to travel from any freeway location to the end of the freeway system during freeway incident conditions. Operating speeds and shock wave speeds can also be predicted. Typical incident solutions and travel time results are presented. The mathematical model was developed following the kinematic wave theory of Lighthill and Whitham for use in the operational control strategy of freeway information variable message signs.
