Abstract:Millions of dollars are spent every year, by policy makers, in an attempt to reduce the growth of traffic congestion. The authors estimate the determinants of traffic congestion costs for shipping firms, motorists, and trucking operations in an effort to evaluate the traffic reduction policy. They find that about one dollar of highway spending in any given year reduces the traffic congestion costs to drivers by about 11 cents in that year. They conclude that the case for road pricing is strengthened by this evidence.
