This report describes the development of the State Cost Estimating Program which is a part of the Rehabilitation and Maintenance System (RAMS). This system has been developed by the Texas Transportation Institute for the Texas State Department of Highways and Public Transportation. The State Cost Estimating program provides procedures to a) calculate the current pavement score, b) calculate an appropriate funding strategy for these sections below a minimum score and c) calculate a reinspection date for those sections above a minimum score.
