This report presents the findings of Project 2-8-71-166 and documents the execution of the research program in accordance with the project objectives. The project activity was divided into three major segments and reported accordingly. In Research Report 166-1 the human tolerance to traffic noise was examined and recommendations made dealing with the maximum noise levels for individual vehicles and for the acceptable noise levels for various land uses. Research Report 166-2 examined the problem of the evaluation of highway noise complaints and recommended a procedure for estimating the noise levels from existing facilities for engineering decision making. The recommended procedure involves the use of an inexpensive hand-held sound pressure level meter and periodic sampling of the sound pressure level. A detailed procedures manual on the concept has been provided.
