The close relationship between the Department's strategic goals and those outlined by National Science and Technology COuncil (NSTC) in the DOT Science & Technology Strategy are described. It presents the DOT near-term and long-term enabling research programs in the context of the six enabling research areas recently defined by the NTSC. This report gices several key issues that impact the implementation of R&D activities in the transportation system, as well as important incentives that are available to assist in the process.
