Abstract:The Clean Air Act Amendments of 1990 (CAAA) require that states submit State Implementation Plans (SIPs) detailing strategies to improve air quality in nonattainment areas. This analysis first reviews the administrative procedures that states and the EPA must undertake to submit and approve SIPs, as well as the status of that process. Then, the analysis examines data that has been reported in selected SIPs in order to assess the contribution of transportation to air pollution in areas across the country and to determine the relative effectiveness of transportation sources in reducing this contribution.
