Abstract:In order to improve the resilience of the Nation’s critical infrastructure to GPS disruptions, the President issued Executive Order (EO) 13905 “Strengthening National Resilience through Responsible Use of Positioning, Navigation, and Timing Services,” in February 2020 to foster responsible use of PNT services. In accordance with Section 4(g) of EO 13905, the U.S. Department of Transportation (USDOT) undertook a Pilot Program to develop critical infrastructure profiles for the transportation sector. The Department selected to focus on GPS jamming and spoofing in the maritime environment in a partnership between the Office of the Assistant Secretary for Research and Technology (OST-R) and the Maritime Administration (MARAD) as its initial candidate for the PNT Profile Pilot Program. This Phase II report builds on the work completed in Phase I.
