  The Intermodal Surface Transportation Act of 1991 (ISTEA) introduced an era of ; dynamic change in metropolitan transportation planning. This report on ; transportation planning in the St. Louis (Missouri) Metropolitan Area is the ; ninth in a series of Enhanced Planning Reviews (EPRs) of major metropolitan ; areas produced by the Volpe National Transportation Systems Center (Volpe ; Center). The Federal Transit Administration (FTA) and Federal Highway ; Administration (FHWA) have sponsored this series of joint EPRs to assess the ; impact of ISTEA on the transportation planning processes conducted in ; metropolitan areas. The EPRs have examined the impact of planning on ; transportation investment processes and have provided a technical evaluation of ; planning and programming processes.
