Abstract:The 2007 Ohio Hub Study presents a comprehensive vision for a regional intercity passenger rail system across Ohio and neighboring states, aiming to modernize transportation infrastructure, improve mobility, and drive economic development. Led by the Ohio Rail Development Commission (ORDC), the study outlines a 1,244-mile rail network connecting major metropolitan areas through seven key corridors, with service designed to be fast, frequent, and reliable. Utilizing a robust business planning and modeling framework aligned with Federal Railroad Administration (FRA) criteria, the plan evaluates capital investments, operating costs, ridership potential, and financial feasibility. The study demonstrates that, with projected ridership exceeding 9 million annually by 2025, system revenues could cover operating expenses. Additionally, the project offers significant public benefits including reduced highway congestion, enhanced freight capacity, improved air quality, and support for interstate commerce. The Ohio Hub advances a new institutional and business model that integrates public-private partnerships, emphasizing cost efficiency, environmental impact analysis, and infrastructure revitalization. It concludes that strategic investment in rail infrastructure can position Ohio as a key multimodal transportation hub in North America.
