Abstract:The Gulf Freeway Surveillance and Control System had its beginning in 1963 when the Texas Transportation Institute began a research endeavor to investigate means of improving the level of service on urban freeways. The research was sponsored by the Texas Highway Department and U.S. Bureau of Public Roads with the objective of developing criteria for the design and operation of a control system to improve level of service on an over-capacitated urban freeway.
