Abstract:This report includes an initial strategic assessment of the Midwest Regional Rail System concept. An extensive range of issues is addressed including infrastructure and operational requirements, level of travel market demand, financing alternatives, and system-wide costs and benefits. The report also contains a preliminary business plan. A Steering Committee, composed of staff from each state agency and Amtrak, provided oversight and direction to the consultant team. Transportation Economics & Management Systems, Inc. of Frederick, Maryland had primary responsibility for conducting the study. This report was financed, in part, by a planning grant from the Federal Railroad Administration under the Next Generation High Speed Rail Program.
