Abstract:This report outlines the feasibility and planning for restoring passenger rail service between Reading, PA, and Philadelphia, aiming to enhance regional connectivity and economic growth. Prepared for the Berks Alliance and Greater Reading Chamber Alliance, the study employs a comprehensive methodology, including historical reviews, travel demand forecasts, operations analysis and economic impact analyses. It evaluates potential train technologies, operating plans, and necessary infrastructure improvements to support efficient rail service. Key findings indicate that reinstating rail service could generate significant economic benefits, including job creation, increased property values, and enhanced accessibility to the Northeast Corridor. Since completion of the Center City rail tunnel in Philadelphia, a run through service from Reading all the way to New York City could now be operated; this would provide superior connectivity to the Northeast Corridor and would strongly improve financial and economic performance. A screening level capacity analysis suggests that, because of historic changes to freight rail traffic patterns following the CSX/NS split of ConRail, only minimal capacity additions may be needed. The report concludes with recommendations for further feasibility studies including the need for more detailed capacity studies, and stakeholder engagement to advance the project.
