Criteria and Guidelines for Innovative Contracting
To minimize the impacts of highway construction on road users, US highway agencies are increasingly using innovative contracting methods designed to reduce the time of highway construction. Three time-based methods - incentive/disincentive provisions for Contract time, A+B bidding, and lane rental - have been successfully implemented for selected projects in many states to reduce the duration of highway construction projects. This research project investigates the use of these contracting practices in other states and assesses the potential impacts that time-based innovative contracting methods would have on the South Dakota Department of Transportation and the contracting community in terms of costs, time, quality, safety, and effects on existing practices. This report also reviews the calculation of road user costs in several states and recommends enhancements to the existing calculation of road user costs in South Dakota. The report concludes that the use of time-based innovative contracting is feasible for selected projects in South Dakota's five-year construction program, and provides recommended criteria for project selection, guidelines for implementation, and sample specifications.
