  This report documents the methodology used to develop the Houston-Galveston Nonattainment Counties gridded mobile source emissions inventories. Included in the report are an overview of the emission estimation methodology and the 24-hour traffic assignments used in the analyses; the methods used to estimate the seasonally adjusted time-of-day vehicle miles of travel and associated operating speeds; the estimation of the emission rates using the EPA's MOBILE5a program; and an outline of the method used to develop the emission estimates using the MOBILE5a emission rates.
