A two-year study to develop guidelines to respond to major freeway incidents was conducted for the Texas Department of Transportation. The objective of this study was to establish guidelines to be applied statewide in large and small cities for the preparation of an incident management plan or the improvement of an existing incident management plan. This manual is intended to be used as a resource document for transportation related agencies responding to roadway incidents in Texas. In addition, appropriate steps are outlined for effective interagency communication and cooperation in incident response. Guideline results for traffic management response to major freeway incidents were established. These results were used to develop incident management plan guidelines for the Houston, Austin, and Beaumont areas of Texas. Evaluation of these case studies by their respective Traffic Management Teams are documented in this report.
