Abstract:Federal regulations are currently in place that set hours-of-service limits for commercial drivers. The establishment of these regulations removes the uncertainties surrounding possible breaks-in-service for commercial drivers and thus creates a need to perform better assessments of when and where commercial drivers may want to have stopovers. As a result, the Federal Highway Administration (FHWA) has issued a national mandate under the Transportation Efficiency Act for the 21st Century (TEA21) that requires all states to examine the condition of commercial vehicle rest sites and parking facilities along their major trucking routes. Thereby, the South Dakota Department of Transportation (SDDOT) has an inherent responsibility to evaluate the needs of commercial drivers, especially in regard to the adequacy of rest area and truck stop facilities. The ultimate intent of the evaluation is to develop recommendations for safe, adequate rest area facilities for commercial drivers and other travelers. This research project has been structured to comply with Section 4027 of TEA21.
