Abstract:

This report proposes recommends a program of experimental flying and the letter accompanying it explained that it was a reply to a request from the Air Safety Board to the aviation industry for their best "thoughts on the subject of caving human life, and the ultimate reduction to the Government in the cost to it of scheduled airline flying by doing tomorrow's flying today.
