Abstract:This report presents guidelines as to how highway agencies can better prepare to handle major transportation emergencies. It is prepared as a planning document, designed to illustrate how an agency can develop and integrate a system of preparations into its normal state of operations that will facilitate that agency's ability to maintain and even enhance mobility before, during, and after an emergency. In addition, the report is expected to help agencies establish mechanisms to improve their response to emergency situations. Suggestions are presented relative to: • Transportation System Evaluation, • interagency and interagency Coordination, • Resource Assessment and Management, and • Public Communication and Notification. These recommendations will be useful to TxDOT District personnel in improving their preparations for emergency response and recovery.
