Abstract:This report presents the independent evaluation results of Washington State Transportation Commission’s (WSTC) road usage charge (RUC) pilot. The pilot received fiscal year (FY) 2016 and 2017 funding under the U.S. Department of Transportation’s (USDOT) Surface Transportation System Funding Alternatives (STSFA) program. The FY 2016 and FY 2017 funding and associated programs constituted phase I and phase Ⅱ of the STSFA program, respectively. This report provides findings from phase Ⅱ of WSTC’s pilot, toward which the Washington State Department of Transportation (WSDOT) received $4.6 million in Federal funds. The U.S. Congress and the Federal Highway Administration (FHWA) seek to understand whether user-based alternative revenue mechanisms that use a user fee structure can help maintain the long-term solvency of the Highway Trust Fund and can be implemented nationally at some time in the future. The evaluation reports resulting from this process will make the Secretary of Transportation and U.S. Congress aware of the progress that has been made, lessons learned from pilot and planning efforts, the role of education and outreach, the potential for any negative effects on constituents, and initial findings on administrative fees, among other issues.
