Abstract:All of these issues were the reasons for the development of the 1984 Local Roads Needs study that was conducted by the South Dakota Department of Transportation. The 1984 study attempted to determine funding needs for the county transportation network. The study collected a wealth of information pertinent to county needs. The reported funding needs apparently were not accepted very well and as a result, the study was not used to secure additional funding. On a positive standpoint, the study did identify needs and began to investigate methodology for determining them. The South Dakota Highway Superintendents Association realized the importance of pursuing the 1984 needs initiative further. Hence, this study was outlined and put to contract. The study is a cooperative effort of the South Dakota Department of Transportation and the South Dakota Highway Superintendents Association.
