Abstract:This report presents a guidebook for the management of environmental risk in the post-let phases of alternative delivery projects. Common challenges to environmental analysis and permitting are presented, in addition to a series of best practices and opportunities to promote efficient outcomes within the context of public-private partnerships, including design-build delivery. Through a multimethodological approach of expert interviews, case studies, performance data analysis, and a ‘policy delphi’ panel, the report synthesizes quantitative and qualitative insights about the nature of environmental risk and its effective management. Particular attention is paid to the similarities and differences in perspective throughout the interorganizational delivery network, spanning state transportation agencies, environmental regulatory agencies, and private design and build firms. The report highlights the importance of interorganizational alignment on three key vectors of project risk: NEPA Reevaluation, Environmental Permitting, and Environmental Commitments. Implementation deliverables from the report include logical flow models depicting the multiple pathways of effective environmental management, and an “Environmental Risk Matrix” to assess project- and portfolio-level exposures to different risk factors. Taken together, the report aims to assist public and private project managers in delivering innovative, efficient projects while preserving environmental obligations under NEPA and coordinating laws.
