Minimizing pavement impact on wet weather crashes is essential to the Wet Surface Crash Reduction Program (WSCRP). Currently, the Texas Department of Transportation has two methods to evaluate pavement friction: the Safer by Design (SBD) method and the pavement surface aggregate classification selection, Form 2088. The research team developed a framework to integrate Form 2088 with SBD pavement friction criteria. The combined criteria will bridge the gap between the approaches in the two current methods. The combined methods provide the benefits of streamlining the data inputs, avoiding duplication of efforts, and effectively improving the quality of the assessment of pavement friction safety. In addition, the research team developed a pavement risk assessment procedure and a crash modification factor to assist designers in understanding the risk associated with selecting the pavement type and materials. Overall, the inputs and framework of the SBD and the commonalities with Form 2088 were carefully combined to improve the SBD and the WSCRP.
