Abstract:

DOT is committed to pursuing a comprehensive approach to advancing equity for all. The first DOT Equity Action Plan, in response to Executive Order 13985, was finalized in January 2022 as a major milestone for the Department that represented a shift in how the agency exercises its existing authorities and delivers transportation programs. Executive Order 14091 (Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government) directs all federal agencies to update their Equity Action Plans by September 2023, and on an annual basis thereafter. As required by Executive Order 14091, this 2023 update of the DOT Equity Action Plan includes: ; An update on the progress made by DOT on the Equity Action Plan released in 2022; Potential barriers that underserved communities may face in accessing and benefiting from the agency’s policies, programs, and activities and strategies to address those barriers; Information on how DOT has and will continue to meaningfully engage with communities; Key actions that DOT will undertake to continue to expand access and opportunity to all communities while focusing on underserved, overburdened, and disadvantaged communities.
