The purpose of these questions and answers (Q&As) is to provide technical advice to the Federal Highway Administration's (FHWA) division offices and State departments of transportation (State DOTs) on the repurposing of earmarked funding for Federal-aid projects pursuant to section 124 of the Department of Transportation Appropriations Act, 2021, title I of division L of Public Law (Pub. L.) 116-260 (hereinafter "Repurposing Provision"). Unless otherwise indicated, the requirements described in these Q&As are found in the Repurposing Provision.
